New housing could bring more students than the school rebuild plans allow for
What happened
A committee member warned in January 2026 that the proposed Belton Court development, which the town was due to vote on in March, could significantly increase enrolment. The committee voted to write to the Planning Board and to hire a demographer to project future numbers. A resident had already told the September 2025 joint meeting that a separate project adding 344 apartments was not accounted for in the Primrose Hill School plans. The demographic study was awarded in June, later than members wanted.
Why it matters to families
The four schools being rebuilt are sized for a projected number of students. If more children arrive than the plans assume, class sizes go up in buildings that are already finished.
The evidence
The January 8, 2026 approved minutes record a member stating the town will vote on the Belton Court development on March 3, 2026 and that if approved it could result in a significant increase in student enrolment, plus two 5-0 votes: one to draft a letter to the Planning Board and one to issue a demographer RFP. The September 30, 2025 joint minutes record a resident raising the Zion project's expected 344 new apartments and the concern that resulting students were not accounted for in the Primrose Hill plans. The June 11, 2026 minutes record a 4-0 vote awarding the demographic bid at the superintendent's discretion, with a member noting the timeline would not work. No enrolment projection appears in the collected record.
