FY2027 plan retains a $51.5 million adjusted recurrent gap

What happened
The September working budget reports a $132.3 million recurrent shortfall before $80.8 million in nonrecurring adjustments, leaving a $51.5 million adjusted gap after the Board's central-office restructuring and earlier reduction work.
Why it matters to families
A recurrent gap means ongoing expense still exceeds ongoing revenue even though opening balance and other resources make the annual budget balance on paper.
The evidence
The working budget reports the recurrent-gap measures; February 13 minutes separately record a 5-2 restructuring that eliminated 213 occupied and 74 vacant positions and created 178 positions.
