What happened

A Memorandum of Agreement between the district and the Kenai Peninsula Administrators Association (KPAA) separates administrators' health care bargaining from the KPEA/KPESA joint plan and changes several health-plan terms effective October 1, 2026, including reduced dental coverage (80%), removal of a fourth-quarter deductible rollover, a new 60% reimbursement cap for out-of-network physician visits, and a one-time $1,000 payment to eligible employees.

Why it matters to families

This changes health benefit costs and coverage for district administrators (principals, vice principals, directors) and reduces their influence on the districtwide Health Care Policy Committee, a structural change to how administrator benefits and district health policy are governed going forward.

The evidence

MOA text states KPAA 'wishes to bargain their health care program separately' and 'acknowledges...they may lose their seat on the District's Health Care Policy Committee,' with plan changes effective October 1, 2026 including dental benefit reduction to 80%, removal of HRA 4th quarter deductible rollover, and a 60% out-of-network physician reimbursement cap.
