District news
Early Head Start has no qualified home visitor; board to decide in November

What happened
The district cannot hire a qualified home visitor for its Early Head Start program (infants and toddlers). Staff laid out three choices: hire below the federal requirements, keep reporting zero families served, or give up the program. A vote is expected in November.
Why it matters to families
Federal monitors can find a program out of compliance when it is under-enrolled. Nine slots exist and six families were last enrolled. The older Head Start preschool is described as fully staffed.
The evidence
The recording (machine transcript, so wording may be off) has the superintendent saying Early Head Start 'has been grappling' with an unfilled home visitor job, that the Policy Council deferred its vote to November, and that giving up the grant would cut the 9 slots to zero. The Sept. 28 agenda listed 'Head Start Corrective Action' and the Oct. 26 agenda lists a continuation grant. Details of the corrective action were not collected.
