Who sets Louisiana school policy?

State board with elected and appointed members

BESE sets statewide education rules and oversees funds for schools under its jurisdiction. Local school boards retain their own responsibilities. Its eleven members include eight elected district seats and three governor-appointed at-large seats confirmed by the Senate.

Rules follow a public process

A Notice of Intent starts rulemaking. It is distinct from a final rule or a temporary emergency rule.

School funding has several sources

BESE approves the Minimum Foundation Program formula and specific state and federal allocations. Formula approval, legislative funding and actual spending are separate steps.

Local decisions still matter

Charter approvals may include pre-opening conditions, enrollment limits and future dates. State approval does not establish that a school has opened.

Spending per student remains unknown here

The reviewed minutes contain allocations and contracts, but do not provide a comparable statewide actual-spending-per-student total.
