An eleven-member statewide board

Mixed appointed, official and student membership

BESE sets statewide policy and regulations, approves learning standards and charter applications, oversees intervention and hires the Commissioner. DESE administers programs; local districts operate schools. Department funding and local school budgets are separate from the Board’s own costs.

Representation

Nine members are appointed by the Governor. The Secretary of Education and the elected State Student Advisory Council chair also serve; the student is a full-voting member.

Budget recommendations

In November 2025 the Board approved FY2027 budget priorities for the state budget process. Recommendations do not themselves appropriate or spend money.

Spending gap

A separate Board operating appropriation, detailed spending and comparable per-pupil amount were not established. These amounts are unknown, not zero.
