Who makes statewide education policy, and what does the record show about funding?

State-level policy board; operating spending figures not reported in reviewed records

The Pennsylvania State Board of Education sets statewide education regulations and academic standards. Its powers include custody of the State School Fund and receiving and administering federal grants within its area of responsibility. Local school entities run schools and make local operating decisions. The reviewed records do not provide the Board’s operating appropriation, detailed spending, or a comparable per-pupil amount.

21 voting members

The authorized structure has 17 Governor-appointed seats requiring Senate confirmation and four seats held by the majority and minority chairs of the House and Senate Education Committees. The official roster, updated July 2026, lists three vacancies; 21 seats does not mean 21 filled positions. Student representatives, the Professional Standards and Practices Commission chair, and the Secretary of Education do not vote.

Statewide authority

The Board adopts academic standards and education regulations, has custody of the State School Fund, and may administer federal grants within its purview. These responsibilities do not establish its own operating budget or local district spending.

Committees and councils

The Board has Councils of Basic and Higher Education and committees that develop recommendations. The same 21 authorized members also serve as the State Board of Career and Technical Education. The Council of Higher Education is distinct from the separate State Board of Higher Education.

No public member election

The reviewed membership rules use gubernatorial appointment and legislative committee seats; Board seats are not filled by a statewide public election.

The Board’s role in statewide standards and funding oversight does not mean it sets each local school’s budget or determines every classroom practice. The recess recommendations, for example, are guidance and were not identified as a binding regulation.
