Funding structure, how it compares to peers, and where major projects stand.
How does one of New Mexico's smallest districts pay for school?
Roy Municipal Schools serves the village of Roy in Harding County, in northeastern New Mexico, with about 75 students in an elementary school and a high school. Most of its money comes from New Mexico's state funding formula, which pays per student, so each student counts a lot. A five-member elected Board of Education approves the budget, bills and policies and hires the superintendent. The board meets monthly, recently on the fourth Monday, and posts agendas and minutes on the district website.
About $2.6 million a year to run
The year-end 2025-26 state cash report shows about $2.60 million in operating revenue and $2.51 million in operating spending.
Bonds for buildings
In March 2026 the board approved selling school bonds through the New Mexico Finance Authority, after adopting a 2026 Facilities Master Plan.
Enrollment pressure
In August 2026 the board noted only three preschoolers were projected, while preschool funding assumes 10.
Shared programs
Roy runs a co-op with Mosquero schools; the board approved a revised agreement in August 2026.
The board meets openly and posts its agendas and minutes. The district accepted its 2025 audit, and both schools were described as spotlight schools in August 2026. These records do not show how well individual programs are working.
