Salem's facilities planning over the past several months has been driven by two intertwined pressures: fiscal strain and the need to reshape its school buildings. In November 2025, consultants presented elementary-school reconfiguration scenarios as the district projected a $15–20 million deficit in the coming years, with materials noting the district had already cut 56.5 positions for FY26, including 31 elementary positions.

In December 2025, the Committee acted on the consolidation front, rejecting a broader multi-school reconfiguration and voting 4–3 to merge Carlton and Saltonstall schools at the Saltonstall building. That same month, Salem outlined a roughly $450 million high-school project, with expected MSBA reimbursement of about 40–50%, a city bond order planned for January, and a possible May 5 debt-exclusion vote.

The early 2026 decisions cemented both tracks. In March 2026, the Committee voted unanimously to relocate both New Liberty Innovation School and Salem Prep High School to the Carlton building at 10 Skerry Street, and then unanimously adopted a resolution supporting the high-school building project and the May 5, 2026 debt-exclusion ballot question — setting up what will be the most consequential item for district voters.
