District changes Highly Capable placement rules for grades 4–6

What happened
Snohomish changed eligibility for its self-contained Highly Capable 4/5/6 classes: students must qualify as highly capable in both English language arts and math. Students qualifying in only one subject will instead be served in general-education classrooms; the district said the changes will be implemented next school year.

The change alters both access to self-contained advanced classes and the service setting for students identified in only one subject area.
The evidence
In the September 16, 2026 Board Workshop minutes, the district said it had changed the qualification rule so a student must be highly capable in both ELA and math to enter a self-contained 4/5/6 class, while students identified in either subject will be served in general education. The minutes state another family letter would be sent at the end of September about changes to be implemented the following school year.
