State Board overview
South Carolina State Board of Education
How South Carolina sets statewide education policy, reviews standards, and supports local boards and schools.

Who sets education policy statewide?
The State Board of Education sets statewide policy and direction for public education and oversees duties assigned by law. Local school boards govern their own districts; the State Board does not manage each district’s daily operations. SCDE’s roster lists 17 members, while the statute we reviewed describes one elected seat for each of 16 judicial circuits. We have not resolved the legal basis or voting status of the additional Governor appointee.
Sixteen circuit seats
State law assigns one State Board seat to each judicial circuit, elected by the county legislative delegations that represent it.
A Governor’s appointee is also listed
SCDE’s current roster lists Rita Allison as a Governor’s appointee serving at the Governor’s will. The separate statutory basis and voting status remain unresolved.
The board acts through statewide policy
Its records cover standards, educator preparation and licensing, school accountability, instructional materials, and requests from local districts.
Local districts carry out local governance
The board’s model policies guide local boards, but local boards adopt local rules and manage district operations.
Project funding is clearer than the overall budget
The instructional-materials review synopsis identifies Perkins Funds for an estimated $55,000 review process. These Board records do not establish a complete statewide school-funding breakdown, Board operating budget or comparable per-student expenditure.
Statewide board records do not show every local school board decision, school budget, or school-level project.
