New state reading law: reading plans now, possible third-grade retention by 2030

Curriculum

What happened

At an October 22, 2026 study session, staff explained Utah's new early literacy law (SB 241). Students who are behind in reading get an individual reading plan made with families within 45 days. By 2030, third graders still reading below grade level may be held back, unless they qualify for a good-cause exemption based on their reading history. Staff reported 87% of kindergartners and 67% of first graders on track.

Why it matters to families

Parents of young readers will get plans and notices under the new law. Board members and the superintendent said they oppose holding children back.
