WUSD proposes ELPAC-only reclassification for English learners

What happened
WUSD's proposed updated English Learner Master Plan would make ELPAC proficiency the only criterion for reclassification, removing additional checks that could delay students' exit from English learner status. It sets the threshold at Performance Level 4 on the Summative ELPAC or Level 3 on the Summative Alternate ELPAC; the packet recommends approval but does not establish a board vote.
Why it matters to families
Eligible students could be reclassified without waiting for teacher evaluations, parent consultation, or local academic and skills tests. The packet says the state law requiring this change took effect September 27, 2026.
The evidence
The November 5, 2026 management report says the updated plan incorporates Assembly Bill 2555, specifies the ELPAC-only thresholds, and recommends approval. The plan's approval line is blank, so this source does not confirm board adoption. Document 146771.
