Municipal noncompliance blocks school grant opportunities

Financial

What happened

Winthrop reported losing or being unable to pursue several discretionary school grants and separately projected a 15% Title I reduction.

Why it matters to families

The affected opportunities include student mental-health and after-school programming, reducing resources available beyond the regular entitlement grants.

The evidence

The March 23 minutes list a lost $17,000 mental-health grant, an unreviewed $9,950 application, a planned $20,000 application, inability to apply for a new three-year 21st Century grant, and an approximately $54,803 Title I reduction. The minutes attribute discretionary-grant eligibility to the town's MBTA Communities Law compliance and say entitlement grants are unaffected.
