School District of Black Hawk
Funding structure, how it compares to peers, and where major projects stand.
How is Black Hawk governed and funded?
An elected seven-member school board governs the district. State general aid and local property taxes are major operating revenue sources; voters authorized recurring revenue-limit authority in the April 2026 referendum.
Operating budget
The October 28 amended general fund shows $6,737,414 in sources and $6,302,595 in expenditures, a planned $434,819 addition. These are budget figures, not actual expenditures.
Levy and referendum
The amended total school levy is $2,827,823, up $888,264 (about 45.8%) from the prior $1,939,559. The change from the original 2026–27 levy is $24,212 (about 0.86%).
Leadership and student rules
The board issued nonrenewal notices to the superintendent and principal in 2025; the superintendent later resigned and an interim administrator was approved. District policy allows nondisruptive device use at lunch and between classes, subject to exceptions and school-specific rules.
The district says the October figures are amended, but October meeting minutes were not found. Current actual spending per pupil was not verified.
