USD 232 proposes at-risk accountability framework under new state rules

What happened
USD 232 is seeking Board approval of a framework for new state-required reporting on students served with at-risk funds. Starting in 2026–27, districts must identify student cohorts, set four-year improvement goals, use two to four evidence-based interventions, and monitor and report progress; at-risk funding could be reduced beginning in 2030–31 if goals are not met.
Why it matters to families
The framework creates new district obligations for tying at-risk spending to measurable student growth, with potential long-term funding consequences. The district says state data was not yet finalized and its plan is due to KSDE by Oct. 31, so the detailed cohorts, goals, and interventions were still to come.
The evidence
The packet’s Sept. 30 action memo on the new At-Risk Reporting process cites K.S.A. 72-3574 and says the requirements begin in 2026–27, with potential at-risk funding reductions beginning in 2030–31 if established goals are not met. It requests approval of a cohort-establishment framework because KSDE data was not yet solidified and says the plan is due Oct. 31.
