A municipal school system balancing a tight operating plan with an unresolved elementary-building need
The School Committee sets policy, hires and evaluates the superintendent, and proposes the operating budget. Dracut Town Meeting appropriates local education funds, supplemented by Massachusetts Chapter 70 aid, grants, and other restricted receipts. Major construction requires separate Town borrowing authority and, when eligible, reimbursement through the Massachusetts School Building Authority (MSBA).
The FY27 operating plan uses two municipal sources
Town Meeting was asked to appropriate $60.54 million from the General Fund and $6.23 million from certified free cash for school operations.
Required education costs extend beyond the department budget
The Town separately budgets school-choice and charter-school assessments, producing a $66.77 million total appropriation request in the FY27 budget book.
Capital and operating authority are separate
The School Committee and building committee can develop a school design, but Town Meeting and voters must authorize debt; MSBA reimbursement is conditional and does not eliminate the local share.
The largest current project lacks voter authorization
A proposed Campbell/Greenmont consolidation won an MSBA grant commitment and Town Meeting support, but the June 2026 debt-exclusion ballot failed.
The $6.23 million free-cash contribution is one-time municipal revenue. Treating it as recurring operating capacity would obscure the district's structural funding position.

Campbell and Greenmont elementary-school consolidation
debt exclusion rejectedThe proposed 158,100-square-foot school would consolidate Campbell and Greenmont pupils in a new pre-K-5 facility for 860 students at the Campbell site. The design and MSBA grant remain significant assets, but construction cannot proceed on the rejected local financing plan.
