Who runs Elk Grove's schools, and how do decisions get made?
Elk Grove Unified is one of California's largest school districts, with about 62,000 pupils across more than 60 schools in Sacramento County. It is run by a seven-member Board of Education elected by trustee area, and funded the way almost all California districts are: through the state's Local Control Funding Formula, which pays a base amount per pupil plus extra for English learners, low-income pupils and foster youth. The thing to understand about how this board works is the consent agenda. Most meetings dispose of twenty to thirty-seven separate items - contracts, policies, curriculum, personnel, construction awards - in one motion, usually carried unanimously. Real decisions are in there: the district's AI-aligned academic honesty policy, a $4.5 million portable classroom contract and a new Ethnic Studies course all passed that way. The other half of the record is closed session, where the year's most consequential staffing decisions were taken.
Consent agendas carry the substance
A single motion regularly approves more than thirty items. The November 18, 2025 meeting approved items 1 to 37 in one unanimous vote.
Closed session carried the personnel decisions
The reassignment of five vice principals, the dismissal of a campus supervisor and the termination of a permanent teacher were all decided in closed session and reported afterwards.
A change of superintendent mid-year
Christopher R. Hoffman retired in December 2025; David E. Reilly, previously associate superintendent, appears as superintendent from January 2026.
Meetings are streamed and archived
From December 2025 the district announced live streaming of full in-person board meetings, with video posted to its YouTube channel.
A heavy consent agenda is not the same as a closed board.
