Who actually decides how much this district spends?
Exeter-West Greenwich is a regional district serving two towns, and it works differently from most of Rhode Island. The School Committee builds a budget over the winter, holds a public hearing, and then the whole operating budget goes to voters in Exeter and West Greenwich at an all-day referendum. On April 13, 2026 they approved $40,083,118 by 145 votes to 70 - 67 per cent of just 215 ballots cast across both towns. That is the entire electorate that decided the schools' budget. Buildings work the same way: both town councils have voted to approve the district's Stage II capital submission to the state and to put a bond on a future ballot, so voters will decide that too.
The budget is a ballot question
The FY2027 operating budget of $40,083,118 was approved at an all-day referendum on April 13, 2026, 76-43 in Exeter and 69-27 in West Greenwich.
Turnout is very small
215 ballots decided a $40 million budget. A shift of 38 votes would have reversed it.
A bond is coming to the same voters
Both town councils approved the RIDE Stage II submission and agreed to place a school bond on a future ballot. Until it passes, only emergency-funded security work has progressed.
Staff turnover is a running theme
Nearly every meeting's consent agenda carries resignations and retirements, and the district ran with an interim senior high principal into mid-2026.
A tight vote is not the same as a district in trouble. The committee heard through the year that the budget would end well within its limits, and by June 2026 the FY2026 balance was projected to exceed the 2 per cent set aside. What the referendum shows is how narrow the base of people deciding actually is.
