How Fulton Independent raises local revenue and documents Board decisions

The Board adopted 61.8-cent real- and personal-property tax rates for FY2027, accepted a small matched facilities offer, ordered two buses without a stated price and approved a revised facility application whose scope and budget are absent from the public minutes.

Fulton Independent combines local property taxes with Kentucky SEEK and other state support, federal programs, food-service revenue and restricted capital sources. The district's public Board materials do not include a complete FY2027 budget or a current audit, so adopted tax projections cannot be treated as total district resources or actual spending.

The adopted property-tax rates are 61.8 cents per $100

The official notice applies 61.8 cents to both real and personal property, compared with 61.4 cents for each in the prior year. It projects $849,146.51 in General Fund receipts versus $813,295.30 in the FY2026 comparison, an increase of $35,851.21; the new total includes $201,106.22 from new and personal property.

$35,851.21 in projected growth is allocated between collection and instruction

The notice assigns $1,254.79 to collection costs and $34,596.42 to instruction from projected receipts above the FY2026 comparison.

The Board accepted and matched a $2,844 facilities offer

October 21 approved minutes establish the School Facilities Construction Commission offer and required district match. The record does not connect it to a specific capital project.

Two buses were ordered without a public price in the reviewed record

December 16 minutes approve the order but state no vendor, unit price, financing method or delivery date.

Project application 22615 lacks public scope and cost detail

November 18 minutes approve a revised BG-1, but the collected agenda and minutes do not describe the project, budget, funding source or construction milestone.

Fulton Independent has not published audited annual expenses, a comparable per-pupil actual-spending figure or the dollar amount of the FY2027 working budget in these Board materials. The September 15 agenda proposed that budget, but no minutes or budget attachment was posted in the official folder.
