Who decides for a program serving thousands of families statewide?
Galena City School District is governed by a five-member board elected at the City of Galena's regular municipal election. That same board sets policy for Sidney C. Huntington School (SHS) and the Galena Interior Learning Academy (GILA) boarding academy, both in Galena -- and for IDEA, one of Alaska's largest correspondence (homeschool) programs, whose roughly 6,800 enrolled students live all over the state, not in Galena. Being enrolled through IDEA does not give a family a vote in the City of Galena's election.

The board's reach is wide, but its online meeting record is thin
The board's own meeting page only ever shows the current school year's schedule, and its monthly packets and agendas link out to a private, sign-in-only folder that this review could not open. Of the past year's roughly dozen board meetings, only one document -- a June 2026 special-meeting agenda -- was publicly reachable.
Funding follows the correspondence enrollment, not local property tax
The FY25 budget of $52,418,000 was built almost entirely on state Foundation Formula aid tied to enrollment. Correspondence students are counted at 90% of an in-person student under that formula, which is what lets a five-figure-population town run an eight-figure school budget.
The correspondence program carries its own accountability record
IDEA received Alaska's highest school-accountability rating, "Universal Support," for the 2024-25 school year, and Sidney C. Huntington's most recent state report cards showed growth in reading and math -- outcomes families can check independent of the board's own meeting record.
This doesn't mean the board is hiding anything on purpose. The district publishes a standing "Message the Board" contact form, a five-year strategic plan, a clean independent audit, and a posted operating budget. The gap is narrower and more specific: the routine month-to-month paper trail -- agendas, packets, minutes -- sits behind a private folder rather than the district's own public website.
