Gooding Joint School District #231

Funding structure, how it compares to peers, and where major projects stand.

How does Gooding pay for its schools, and why is there a levy on the ballot?

State money covers most costs. A local supplemental levy fills the gap, and its renewal is on the November 3, 2026 ballot.

Gooding Joint School District #231 serves about 1,200 students in four schools in Gooding and Lincoln counties: Gooding Elementary, Gooding Middle, Gooding High and the Gooding Alternative Learning Center. A five-member Board of Trustees, elected by zone, sets the budget and hires the superintendent, David Carson. Like most Idaho districts, Gooding gets most of its money from the state's formula, about $8.3 million in base support in 2025-26. The state does not cover everything, so the district asks voters for a supplemental levy. The current $759,000-a-year levy was fully paid by state property-tax relief money, so local taxpayers paid $0 for it in 2025 and 2026. The new request is $903,000 a year for two years, starting July 2027.

Spending more than it takes in

The 2025-26 General Fund budget planned $11.8 million in spending against $11.5 million in revenue, drawing on a $4.5 million starting balance.

Levy renewal, at a higher amount

The November 3 ballot asks for $903,000 a year, up $144,000. Most of it, $614,000, is for salaries and benefits. The estimated cost is $93 per $100,000 of taxable value.

A board with turnover

Two of the five trustees resigned in 2026: Zone 3 in July and Zone 5 in September. The board appointed Jamie Novis to Zone 3 in August, and Zone 5 was still vacant in October.

Agendas, but no minutes online

The district posts detailed agendas for every meeting but does not post minutes. Families can see what was planned, but not how trustees voted.

Planning to spend a little more than it takes in, while keeping a multimillion-dollar balance, is common and does not by itself mean money trouble. The district's levy explainer says plainly that it does not take a side on the vote.
