How is Grayville CUSD 1 paid for, and who decides?

A tiny two-school district funded by state aid and local property tax

Grayville Community Unit School District 1 runs two schools in Grayville, Illinois: Wells Elementary School (PreK-5) and Grayville Jr Sr High School (grades 6-12), with about 230 students in fall 2026. Money comes from Illinois' Evidence-Based Funding formula, local property taxes (the yearly tax levy) and state and federal grants. A seven-member elected Board of Education sets the budget and levy and hires the superintendent, who is also the junior/senior high principal. The district leans on 50/50 state maintenance grants for building work and shares services with nearby districts and the Regional Office of Education.

Levy up 4.99%

The board approved a 4.99% property tax levy increase on November 19, 2025. The next levy is up for discussion in October-November 2026.

Health insurance up 17%

The 2026 health plan renewal cost 17% more. In October 2026 the board planned to seek new insurance bids.

New superintendent

Dr. Ben Vinyard replaced Eric McCollum as superintendent/principal on July 1, 2026.

Clean audit

The FY25 audit gave the district Illinois' top financial rating of 4.0, reported in November 2025 minutes.

The FY27 budget was adopted on September 16, 2026, but the budget document itself is not posted online, so total spending is not shown here.
