Who makes statewide education decisions?

Ten elected geographic districts

Kansas voters elect ten State Board members from geographic districts. The Board appoints the Commissioner of Education and makes statewide decisions on matters such as accreditation, educator preparation and education policy. Local district boards make their own district decisions within state requirements.

Elected Board, appointed commissioner

The commissioner leads the Department and carries out Board decisions; the office is distinct from an elected Board seat.

State funding and local budgets differ

Department budget presentations combine state general funds, federal funds and other sources, with most money passed through to local districts. Local school budgets and bond elections remain separate decisions.

A request is not an appropriation

The Board’s FY2028 requests go to the Governor and Legislature. Requests for special education, mentoring and school safety are not proof that money was enacted or paid.

Proposals remain proposals

The reviewed technology-policy discussion continued into October without a recorded October 13 adoption.

What the reviewed records establish

Elected Board seatsverified
10 geographic districts
Comparable Board spending per studentcontext
Not established coverage gap

Statewide pass-through aid, Department operations and local district spending measure different things; no comparable per-student estimate is presented.

Major projects

Instructional technology policy

Draft under discussion as of October 13, 2026

Proposals address local technology policies, AI, privacy, digital citizenship and family participation. Informal preference polls are not formal adoption.

Next: Check later formal Board action and the final adopted text before describing any proposal as a requirement.
  1. Board work session discussed guidance and a short model policy.
  2. Department described policy progress as draft.
  3. Board discussed alternatives; no formal policy adoption established that day.

Funding

No project-specific implementation appropriation established in the reviewed records.

Through-year assessment pilot

Application and pilot support authorized; federal approval not established

The Board requested a federal application in March and authorized up to $483,014 from existing federal assessment funds in June. Pilot planning is distinct from permission to replace statewide accountability testing.

Next: Verify federal approval, participating districts and implementation before treating the pilot as the statewide test system.
  1. Board requested the federal pilot application.
  2. Board authorized pilot support funding up to $483,014.

Funding

Existing federal assessment funds for the June authorization; a separate grant application was not an award.
