What the reviewed record establishes
The elected Board governs districtwide finance, staffing, curriculum, policy and facilities. School councils make school-level instructional and operational decisions within their authority. Superintendent Billy Edwards is named in the collected Board records.
The FY2027 General Fund plan totals $25,331,247.72
The working budget combines a $6,385,452.05 beginning balance with $18,945,795.67 in budgeted current-year receipts. State receipts are $14,478,516.50 and include $5,431,016.50 in noncash on-behalf payments; those components are disclosed so total resources are not described as operating revenue.
The latest complete FY2026 publication is unaudited
The July 27 annual financial report lists $17,646,529.36 in General Fund current-year receipts and $15,849,820.36 in expenditures. With the $8,291,081.58 opening balance, total General Fund resources were $25,937,610.94. The difference between receipts and expenditures is interim and does not establish an audited surplus.
Local, state and federal funding are separately visible
For FY2026, the unaudited General Fund report lists $4,411,877.98 local, $11,924,476.36 state and $331,173.68 federal revenue, plus $979,001.34 in other receipts. For FY2027, budgeted state revenue includes $5.43 million of on-behalf entries, limiting like-for-like comparisons.
The high-school renovation has recurring approved payments
Board minutes from October through August repeatedly approve contractor, direct-purchase, architect and engineering payments for BG 23-113. Individual monthly approvals range from about $191,000 to $1.44 million in the official minutes; the available BG 23-113 records do not establish the full project budget, funding mix or physical completion.
Compensation and staffing changed for 2026-27
May minutes approve 3% salary schedules, an additional $1 per hour for selected hourly roles, one new MES teacher and one new MMS teacher based on enrollment, and a three-officer SRO agreement for $275,435.54. February also establishes a new social-worker position.
Current policy governs phones and AI districtwide
The July 2025 phone policy generally bars personal-device use during instructional time except emergencies or teacher-authorized instructional use and returns confiscated devices only to a parent or guardian. The July 2026 electronic-media policy requires AI procedures addressing safety, privacy, ethics and inspiration versus cheating.
Comparable per-pupil spending is unavailable
The collected finance publications do not pair audited districtwide expenditures with a same-period enrollment denominator. No per-pupil value is inferred.
The September 21 Board record and the inaccessible October school event pages do not establish action outcomes. Current policies and approved minutes provide the basis for statements about adopted rules and decisions.
