District overview
Murray Independent School District
Funding structure, how it compares to peers, and where major projects stand.

What the official record establishes
A five-member elected Board controls district budgets, facilities, staffing and districtwide policy. Elementary, middle and high school SBDM councils govern school-level budgets and policies; a regional Head Start Policy Council shares early-childhood governance; the Finance Corporation handles bond financing.
A major elementary project drives capital decisions
Land transfer, Finance Corporation leases, bond authorization, bidding and construction approvals recur across the Board record.
School councils make distinct policy and budget decisions
The three SBDM corpora document school fees, staffing allocations, schedules, safety plans and instructional policies.
Head Start governance extends beyond district boundaries
The district administers a regional program whose Policy Council approves personnel, finances, grants, service plans and program policy.
Financial sources use different statuses and measures
FY2025 is audited; FY2026 is unaudited. Working-budget, project-cost, bond-authorization and invested-proceeds figures are kept distinct.
General Fund relies on local and state revenue
The FY2026 unaudited report lists $5.89 million from local sources and $16.48 million from state sources, with zero federal-source revenue in the General Fund. Other district funds are separate, so these figures are not a districtwide funding mix.
The latest Board and school-council files are agendas without minutes. Their proposals remain labeled as proposals, and gaps in recordings, separate Finance Corporation records and some SBDM months remain explicit.
