How North Slope Borough funds its schools, and what the public record shows.
North Slope Borough School District is a component unit of the North Slope Borough, the municipal government covering Utqiagvik and seven North Slope villages. Because the Borough taxes North Slope oil and gas production and infrastructure, it can and does appropriate far more to its schools than Alaska's per-student state formula would provide alone. In the approved FY2026 budget, the Borough's direct appropriation ($43.6 million) supplied more than half of the district's $81.3 million in operating revenue -- more than state sources ($22.3 million) and federal sources ($13.5 million) combined.
$43.6 million of $81.3 million in FY2026 revenue (about 54%) came directly from the North Slope Borough, not the state.
Borough appropriations rose from $40.3 million (FY2023) to $40.5 million (FY2024) to $43.5 million (FY2025) to $43.6 million (FY2026).
FY2026 approved spending ($91.2 million) rose from FY2025 ($89.1 million) while approved revenue fell ($85.6 million to $81.3 million), widening the planned gap covered by reserves.
All 11 independent audits on file (FY2015-FY2025) received an unmodified opinion; the FY2025 audit found no material weaknesses, no significant deficiencies, and no findings.
A one-year drawdown of reserves does not by itself mean the district is in financial distress. The $19.5 million the district started FY2026 with is itself the product of years of Borough appropriations well above what the state formula alone would provide, and every audit on file -- including the most recent -- found the district's books clean, with no reported weaknesses.
A five-year strategic plan built around the Iñupiaq Learning Framework, setting seven district goals including grade-level proficiency for all students, graduating bilingual students through compulsory Iñupiaq language instruction K-12, and a shift to a dual-language instructional model.
