State formula funding depends partly on a local non-homestead levy
Northville's seven-member elected Board controls policy, staffing, curriculum, budgets, and capital decisions. Michigan's Proposal A system combines state aid with an 18-mill operating levy on non-homestead property; the state assumes districts collect that local share when calculating foundation funding. Voter-authorized bonds and sinking-fund revenue are restricted to capital purposes rather than ordinary classroom operations.

Operating revenue combines state and local sources
The FY27 General Fund projects $105.46 million in revenue, including state foundation support, non-homestead property taxes, county enhancement revenue, grants, and other sources.
Capital funds have separate legal purposes
A voter-approved $134.4 million 2023 bond and the renewed building and site sinking fund support additions, roofs, technology, security and other facilities work without becoming unrestricted operating money.
Enrollment is projected to decline modestly
The FY27 budget uses 7,039.1 blended general- and special-education FTE, 45.5 below the final FY26 estimate.
Northville enters FY27 with a large reserve, but the adopted plan spends about $4.57 million more than projected revenue. The district also treated replacement of its expiring non-homestead levy as essential because the state would not replace the estimated $11.78 million annual local share.
