How are Norton's schools paid for?

State formula funding plus a voter-capped local option budget

Norton Community Schools USD 211 runs Eisenhower Elementary, Norton Junior High and Norton Community High in Norton County, Kansas. Like other Kansas districts it gets most of its money from the state school finance formula, which pays per student and is set to expire after 2026-27. The district adds a local option budget (LOB) and a capital outlay levy paid by local property taxes. A seven-member elected Board of Education sets the budget and hires the superintendent.

Local option budget

In March 2026 the board told the state it may raise the LOB to as much as 33% for 2026-27.

Lower levy

The 2026-27 budget did not exceed the revenue neutral rate, and the mill levy request was lower than last year.

Rising special education costs

The special education co-op NCKSEC expects to ask member districts for 20% more next year.

Leadership change ahead

Superintendent Corey Roy retires after 2026-27; KASB is helping the board search for a successor.

The 2025-26 audit was clean with no findings, votes were nearly all unanimous, and the district paid for upgrades like new LED lights and bleachers with capital outlay funds, grants and donations.
