How do the district and its early-college charter work together?

Budget approved; charter renewal proposed

Nuview’s elected district board also has final authority over Nuview Bridge Early College High School, its dependent charter. Staff recommend a five-year charter renewal for a November 12, 2026 decision. The county approved the district’s budget and improvement plan, while warning about small projected operating gaps in later years.

The board makes the final decisions

The district board controls the charter’s policies, budget and operations. A Charter Advisory Council gives input on plans and programs but does not replace the governing board. District public sessions normally start at 7 p.m. on the second Thursday; the posted notice controls exceptions.

Attendance helps fund services

California’s Local Control Funding Formula combines state and local funding and provides added support for high-need students. The budget projects 1,484 average daily attendance, with flat attendance in the next two years. Attendance is not the same as enrollment.

Reserves cushion projected gaps

The county letter projects unrestricted operating gaps of $0.5 million in 2027–28 and $0.4 million in 2028–29, with positive fund balances and sufficient projected cash. Nuview’s board requires a 10% reserve, above the 3% state minimum.

Student supports show progress and gaps

The county credits lower class sizes, reduced combination classes, targeted English-learner supports and expanded learning. Its 2025 data show 19.4% chronic absence. It describes improving attendance and school climate, with continued needs for English learners and students with disabilities.

Projected future operating gaps are not adopted cuts or evidence of insolvency. The staff recommendation to renew the charter is not yet a final board vote.

Learning, expanded learning and school climate

2026–27 plan approved by county

The county commends investments in smaller classes, fewer combination classes, STEM and arts learning, targeted interventions and positive behavior supports. Beyond the Bell enrollment increased by almost one third. The county asks Nuview to evaluate which attendance and classroom strategies work best.
