Ohio State Board of Education overview
State Board of Education of Ohio
Educator licensing, professional conduct and a changing statewide board.

What the State Board does
The State Board oversees educator licenses and professional conduct. It is a statewide agency, not a local school district. The Department of Education and Workforce has separate responsibilities, including model school AI guidance. Philip Wagner was appointed superintendent in March 2026 and said he started July 31.
Appointed board with legacy terms
Current law provides seven members appointed by the Governor with Senate consent. Legacy members retain their terms; elected seats end when terms expire or become vacant, with no successor elections. Seven is the statutory appointed structure, not a verified count of members currently seated.
Licensing fees and a pooled fund
Officials described licensing fees as agency revenue and seasonal renewals as important to cash flow. In April they projected a $1.8 million FY2026 agency deficit and described a prior $6.19 million transfer to the pooled Occupational Licensing Fund. The transfer was not a dedicated agency reserve.
Funding request remains a request
In October the board authorized its budget submission. Officials sought General Revenue Fund support for roughly $2.5 million in Rapback background-check costs and said no teacher-licensing fee increase was proposed. Approval of state funding and the final FY2026 balance were not established.
School AI and phone policies
No current Board-specific AI or student phone policy was found in the checked official repositories. Department guidance has a different scope. July discussion of a student AI ethics code led to a proposed referral, not adoption of a State Board policy.
Statewide agency finances are not local district budgets. Licensing and grants do not by themselves establish better staffing or student results.

Major projects
Elevate Ohio educator pathways
Early implementation as reported October 13, 2026Officials announced a three-year grant supporting teacher pathways, mentoring, educator evaluation, principal leadership and workforce planning. Pilot districts and institutions were selected; staff said the resulting tools would be available to public, charter and private schools. That does not mean every school receives grant funds.
- Officials announced $8.4 million over three years and described initial funding steps.
