How Owensboro’s budget and Board decisions fit together

A five-member elected Board governs district finances, staffing, curriculum, facilities and policy. In the reviewed period it adopted a 170-day 2026-27 school calendar, approved an FY2027 tentative budget and tax-rate form, and managed insurance-funded hail repairs and athletics-project closeout.

The district uses local property taxes, Kentucky state aid, federal and state grants, and restricted food-service and capital funds. The reviewed minutes provide monthly cash-and-investment reports and Board approvals, but they do not provide a complete FY2026 expenditure statement, the amount of the FY2027 tentative or working budget, or a comparable per-pupil expenditure. This page therefore uses the June 2026 monthly cash flow as an observed spending measure and labels the annual-total gap.

June 2026 disbursements were $12.56 million

The June 30 financial report began with $28.10 million in cash and investments, recorded $6.27 million in receipts and $12.56 million in disbursements, and ended at $21.81 million. These are one month’s districtwide flows, not full-year expenditures.

The Board approved the FY2027 tentative budget on May 28

It also approved salary schedules, increments, activity-fund budgets, fee schedules and funding assurances. The collected minutes do not state the tentative-budget total; the September working-budget item is agenda-only because no minutes or recording were posted.

The FY2027 levy followed a public hearing and a 4-1 vote

The August 13 proposal set 85.6 cents per $100 for real property and 86.2 cents for personal property. One resident opposed the levy at the August 27 hearing, and the Board then approved the tax-rate form 4-1.

Current policies address phones and generative AI

Policy 09.4261 limits student device use during instructional time with stated exceptions. Policy 08.2323 requires procedures for safe, responsible AI use, privacy, ethics and academic integrity.

Two Board seats are on the November 3 ballot

The official Daviess County candidate list names Andy Gamblin, Ashley Kirtley Johnson, Jeremy Luckett and Tyler Sagardoy in the vote-for-two contest.

The January minutes record Board approval of the FY2025 audit and audited annual financial report, but the audit itself was not among the 50 collected originals. The page does not characterize audit findings without that underlying report.
