An LCFF-funded elementary district under county fiscal oversight while it advances a voter-funded capital program
Pacifica's operating revenue is driven chiefly by California's attendance-based Local Control Funding Formula, with additional restricted grants and a local parcel tax. The elected Board of Trustees adopts policy, the budget and LCAP and oversees the superintendent; the official roster currently lists four members, and four seats are scheduled for the November 2026 election. The San Mateo County Office of Education is exercising heightened fiscal oversight after finding serious solvency risk, while voter-approved Measure G provides a separate, legally restricted source for facilities work.
The June fiscal outlook deteriorated sharply
The County reported a projected 2026-27 unrestricted ending balance of only $8,659, followed by negative $1.84 million in 2027-28 and negative $3.73 million in 2028-29.
Enrollment and expiring local revenue shape the plan
LCFF revenue falls with declining attendance, while Measure D currently generates about $1.2 million annually and expires in June 2027.
The 2026-27 plan reduces staffing and operating costs
The County review describes an 11.0 FTE workforce reduction and a $2.1 million total-expenditure decrease.
Capital work has a distinct funding source
Measure G authorized $70 million of local general-obligation bonds for school repairs, modernization and workforce housing; bond proceeds cannot close operating deficits.
The June 17 County letter said it still lacked enough information to explain the variance between the third-interim forecast and proposed 2026-27 budget. Figures are therefore a dated warning snapshot, not final audited results.

Measure G facilities and workforce-housing program
design, permitting and early construction procurementThe voter-authorized program supports repairs and modernization across district schools and workforce housing. The district selected a general contractor and authorized the workforce-housing budget in January 2026, directing staff into final design and permitting; a Linda Mar re-roofing package also reached bidding in December 2025.
