How is Paint Creek ISD paid for?

A one-campus rural district whose property tax base just doubled

Paint Creek ISD is a single PK-12 school near Haskell with about 100 students. A seven-member elected Board of Trustees sets the budget and tax rate and hires the superintendent, Kevin White. Like other Texas districts it is funded by local property taxes plus state aid, and it pays the state for attendance credits (recapture) when local property wealth is high. Taxable value rose from about $276 million to $574 million for 2026, mostly from new property.

Tax rate

$0.8128 per $100 for 2026-27: $0.6128 operations plus $0.20 debt, down from $0.8692.

Bond debt

$8.43 million outstanding; the board taxes for debt at twice the required rate to pay it off faster.

Reserves

Estimated $4.05 million operating fund balance and $0.96 million debt fund balance.

Who decides

Trustees Dana Pendergraft (president), Sherrie Raughton (vice president), J.D. Harrell (secretary), Heather Waters, Keith Medford, Jerry Scheets and Summer Reel.

The overall tax rate went down, and nearly every vote in the year was unanimous.
