How Paintsville’s budget, construction and Board decisions fit together

The Board approved an FY2027 tentative budget, managed a grant-funded multi-phase STEAM Academy project, closed out a district HVAC renovation and revised student technology and health rules during the reviewed period.

District resources include local property and utility taxes, Kentucky SEEK and other state support, federal programs, food-service revenue, restricted capital funds, bond proceeds and project grants. The May tentative budget is a planning document rather than actual year-end spending. Paid-warrant records show approved monthly checks, but they do not establish complete annual expenditures or a comparable per-pupil amount.

The FY2027 tentative General Fund is $9.68 million

The May budget shows $9,677,125.51 in both General Fund revenues and expenditures, including a $1,602,058.51 beginning balance and $1.546 million in state on-behalf payments. It is a tentative budget, not actual spending.

The STEAM Academy BG-1 totals $8.44 million

The February revision identifies four grants—$2.5 million, $3 million, $300,000 and $2.64 million—as the funding sources for the first two phases. The Board later advanced design and approved seven May change orders netting $534,467.91.

The later HVAC closeout form reports $5.32 million

The April BG-5 for BG23-402 lists $5,324,716.97 in final costs against $5,582,619 in current BG-1 costs, leaving $257,902.03. A January form for the same named project gives different figures; the reviewed record does not explain the change.

The separate PES HVAC repair rose to $181,007

After an October emergency declaration and November quote approval, the January BG-1 budgeted $162,000. The April revised form raised the project to $181,007, funded with General Fund cash.

Current rules address phones and generative AI

Policy 09.4261 limits personal-device use during instructional time with stated exceptions. Policy 08.2323 requires safeguards and responsible-use procedures for AI and generative AI.

Available records include monthly paid-warrant totals and budget plans, but no audited FY2026 annual financial report. This page does not convert planning totals or monthly checks into annual actual spending or per-pupil expenditure.
