How Rockcastle County funds schools and advances major projects

The Board adopted its FY2027 working budget and property-tax rates, continued the Rockcastle County Middle School construction project, completed a federal classroom-technology installation, and approved the athletic-performance-complex construction budget and bids.

District resources combine local property taxes, Kentucky SEEK and transportation support, federal programs, food-service revenue, restricted capital funds and bond financing. The working budget is a plan that includes balances and transfers rather than new revenue alone. The Finance Corporation bond action sets a borrowing ceiling, while the project BG-1 and bid approvals describe the planned athletic-complex cost.

The FY2027 working budget presentation rounded all funds to a little over $53.8 million

The September 28 presentation described a little over $53.8 million across all funds and approximately $38.4 million in the General Fund. Its 15.42% contingency calculation used the working-budget amount less on-behalf payments. These are rounded planned resources and appropriations, not audited actual spending.

The adopted property-tax rates are 43.8 cents per $100

The Board adopted 43.8 cents for both real and personal property. The district projected $3,634,320.37 in receipts and a $268,628.82 increase above the prior year, allocated among collection costs, the building fund and instruction.

The athletic-performance complex has a $10.9 million project budget

On October 15 the Board approved twelve construction bid packages and a revised BG-1 with a $10.9 million total project cost. The presenter reported a $9,138,189.49 construction total, but the twelve captioned amounts add to $9,188,189.49; no collected recommendation letter resolves the $50,000 discrepancy. The recording says work was expected to begin June 1, 2027 but does not support an exact completion date.

The Finance Corporation authorized up to $10 million in bonds

The July 16 resolution permits school-building revenue bonds with principal not to exceed $10 million and subject to downward adjustment. It is a financing ceiling, not evidence that $10 million was borrowed or spent.

The federal technology project installed 106 classroom panels

The January action authorized an approximately $1.1 million RUS purchase order with a $150,000 next-fiscal-year district match. In July, staff reported installation of 106 panels and related equipment complete.

The Board accepted the FY2025 audit in February and the minutes describe clean opinions and no findings, but the audit report itself was not among the collected originals. This page therefore does not infer audited annual spending or per-pupil cost from monthly balances or budget plans.

Major projects

RCHS-ROCK Athletic Performance Complex

Construction bids and revised BG-1 approved October 15, 2026

The planned complex combines baseball, softball, tennis and shared training, locker, concession and support spaces. The Board moved the project from schematic and final design through construction-manager selection, bidding and a $10.9 million revised BG-1.

Next: The recording says construction was expected to begin June 1, 2027; watch later records for contracts, notice to proceed, schedule changes and actual expenditures.
  1. Board approved schematic design.
  2. Board approved final construction documents, Codell as construction manager and a revised BG-1.
  3. Board tabled the bid packages and revised BG-1.
  4. Board approved twelve bid packages and the $10.9 million project budget; the spoken construction total conflicts with the captioned itemization.

Funding

The reviewed records do not confirm the final funding allocation. A separate Finance Corporation resolution authorized up to $10 million for generic school-building purposes but did not explicitly allocate that ceiling to this project.

Rockcastle County Middle School renovation and addition

Construction and phased occupancy work continued through October 2026

The Board approved monthly pay applications and change orders throughout the reviewed period. By October 15, staff reported the basement near completion and expected teachers to move into new areas after Christmas; the reviewed sources do not provide a reconciled total project budget or paid-to-date amount.

Next: Watch the November and December meetings for occupancy milestones, later pay applications and a reconciled project total.
  1. Board approved pay application 12.
  2. Board approved pay application 19 and change orders.
  3. Board approved pay application 22.
  4. Construction update described the basement as nearing completion and a planned move after Christmas.

Funding

Building and construction funds; the reviewed records do not state a reconciled all-in project budget.

RUS distance-learning technology installation

106 classroom panels reported installed in July 2026

The federal Rural Utilities Service project funded classroom display and related technology. January minutes authorize an approximately $1.1 million purchase order with a $150,000 district cash match planned for the next fiscal year; staff later reported installation complete.

Next: Watch later finance records for final federal reimbursement and district-match reconciliation.
  1. Board approved the federal grant award letter.
  2. Board approved grant documents and the approximately $1.1 million purchase order.
  3. Staff reported 106 panels and related equipment installed.

Funding

Federal RUS grant award including a $150,000 district cash match planned for the following fiscal year.
