How Russellville funds schools and manages current projects

The Board adopted its FY2027 working budget and property-tax rates, completed three earlier capital projects, and approved initial plans and professional services for a new phase of RHS/RMS campus improvements.

District resources combine local property and utility taxes, Kentucky SEEK and other state support, federal programs, food-service revenue, restricted capital funds and bond proceeds. Budget reports include beginning balances and transfers, so they are planned resources and appropriations rather than new revenue. Audited actuals provide the comparable completed-year spending figure.

FY2025 audited district expenses net of transfers were $19,477,881

The government-wide audit reports $20,068,831 in revenue and $19,477,881 in expenses after removing transfers, for a $590,950 increase in net position. It issued unmodified opinions and reported no material weaknesses, significant deficiencies, compliance findings or questioned costs.

The FY2027 General Fund working budget totals $13,091,362.13

The adopted September working budget balances General Fund resources and appropriations at $13,091,362.13. Resources include a $2,965,625.75 beginning balance and appropriations include $3,338,700.90 in contingency, so this is not a new-revenue measure.

Phase One RHS/RMS campus improvements have a $4.04 million project budget

The September BG-1 describes a new baseball field, artificial-turf infields for baseball and softball, sports lighting, dugouts, parking and a bus loop. The Board approved the BG-1 and contracts with Hawkins & Abney and Alliance Corporation. The initial plan lists a $4.04 million Local FSPK bond sale as proposed financing; the form does not prove that bonds were issued or proceeds spent.

The RHS brick, roof and miscellaneous project began with a $292,345.20 BG-1

The March BG-1 assigns $90,428 in capital-outlay cash, $75,171.75 in General Fund cash and $126,745.45 in residual funds. The Board selected a $55,800 masonry proposal and Woodall roofing work; an October 20 revised BG-1 and first pay application remain agenda-only.

Three project closeouts document $5,903,375.36 in final costs

Approved closeout forms report $3,368,559.50 for RHS HVAC, $1,941,914.75 for the RHS Culinary Arts renovation and $592,901.11 for the Stevenson roof project. These are project costs, separate from the annual operating budget.

The audit does not report a directly comparable per-pupil actual-spending figure, and this page does not divide annual expenses by the later FY2027 attendance forecast. The $4.04 million campus-improvement BG-1 is a project budget and lists a Local FSPK bond sale as proposed financing; it does not establish that the bonds were issued or the money was spent.
