District finances, leadership and Meece construction

A small district with an active facilities program and documented leadership transfers

A five-member elected Board governs Hopkins Elementary, Meece Middle and Somerset High School. Kyle Lively is superintendent. Current Board members are Scott P. Gulock, Dr. Elaine A. Wilson, Samantha J. Richardson, John W. Tuttle IV and Paula J. Wheeler. School councils provide a separate school-level governance channel.

Funding combines state support and local receipts

The FY2026 General Fund report lists $8.761 million local receipts, $13.382 million state receipts including $5.822 million on-behalf entries, and $67,906 federal reimbursement. Opening resources of $14.212 million are separate from current receipts.

Annual figures require careful scope

FY2026 current receipts exceed expenditures by $2.101 million before other reconciliation questions. The FY2025 revised decrease includes $5.030 million in transfers and should not be called a recurring operating deficit. Cross-year opening/closing balances are not reconciled by these documents.

Per-pupil spending is not established

No matched enrollment denominator and comparable audited districtwide expenditure measure were collected; no per-pupil figure is calculated.

Leadership changed effective July 1

Board personnel information documents Jeff Wesley moving to Assistant Superintendent, Sarah Burnett to Instruction Supervisor, and new principals/assistant principals at the three schools. The current employee handbook corroborates the central-office roles.

Approved policies and contracts establish Board actions, not independently verified implementation, compliance or project completion.
