How are South Hadley's schools funded, and what happens when it isn't enough?
Like most Massachusetts towns, South Hadley pays for its schools with a mix of state Chapter 70 aid and local property taxes raised through the annual town budget. State law caps how much the town can raise in property taxes each year without a public vote (Proposition 2 1/2). To raise more, the town has to ask voters for an override. For FY27, the superintendent said level funding meant cutting sports, after-school programs, and music, so the School Committee asked voters for an $11 million override. That funding did not come through. By May 2026 the town was instead using one-time cash to avoid the worst cuts, and the board was still discussing another override question as late as July 2026.
State aid covers part of the bill
Chapter 70 is the state's main school funding formula, but it does not cover every dollar the district spends. The rest comes from the town's local budget.
Big increases need a public vote
Under Proposition 2 1/2, South Hadley's property tax collections can normally grow only 2.5% a year. Raising more requires a town override vote.
The board asked for $11 million and didn't get it
The School Committee voted 5-0 on February 24, 2026 to request an $11 million override. By May, the town was instead using $1.2 million in one-time free cash to fund schools.
This year's funding is a stopgap, not a fix
As of the July 6, 2026 agenda, the board and town were still discussing a further override ballot question. The underlying funding gap has not been resolved.
None of this means South Hadley's schools are performing poorly. A December 2025 presentation to the district's Budget Task Force showed South Hadley's MCAS results and graduation rates (92-96.5%) matching or beating similar districts, even while South Hadley spends less per pupil and serves more low-income students, students with disabilities, and English learners than some of the districts it was compared against.
Where the district stands
Calculated: $27,800,000 FY27 operating budget divided by 1,563 students enrolled in 2025-26 (DESE). Covers school-committee operating spending only, not town-funded facilities, debt, or all benefits, so it understates the full public cost per student.
Major projects
New Mosier Elementary School (grades 1-5)
Schematic design chosen, awaiting state reviewThe district is replacing Mosier Elementary with a new building on the same site, called the 'Mosier on Mosier' option, through the state's MSBA school building program. A related grade reshuffle would move Pre-K/K to Skala, grades 1-5 to the new Mosier building, and keep grades 6-8 at the middle school.
