How is a district with no local tax base funded?
Southwest Region is a Regional Educational Attendance Area (REAA), not a borough or city school district. Its eight villages around Bristol Bay sit in Alaska's unorganized borough, so there is no local government empowered to levy a property tax for schools. Instead, most of the district's revenue comes from Alaska's per-student Foundation Formula, topped up by federal Impact Aid, which exists specifically to replace the property-tax revenue districts can't collect on tax-exempt federal and Alaska Native land.

Because Alaska Native and federal land in the district is exempt from property tax, the U.S. Department of Education pays Impact Aid for children who live on that land — a funding stream most taxed districts don't depend on.
One district, eight villages, uneven board representation
The seven-member elected board isn't split evenly across the district's eight villages: as of the collected 2025-26 minutes, three seats represent Manokotak, two represent New Stuyahok, and one each represents Aleknagik and Togiak, with Clarks Point, Ekwok, Koliganek, and Twin Hills currently unrepresented on the board itself.
None of this means the district is under-resourced — Impact Aid and the state formula exist precisely to replace what local property taxes would otherwise provide. But it does mean Southwest Region has no local revenue lever of its own if either funding source comes up short, unlike a district that could ask local voters for an override or a bond.
