District overview
Twiggs County Public Schools
How Twiggs County schools are paid for, who decides, and why money and enrollment dominate board meetings, from board recordings November 2025 to October 2026.
How is the district paid for?
Georgia's state formula (QBE) pays most costs, based on how many students enroll; staff said it covers about 72% of costs in Twiggs, below the state average of about 80%, so local property tax carries more of the load. In September 2026 the board set 17.92 mills for operations, to raise about $6.69 million. A one-cent local sales tax (SPLOST) pays for buildings and bond payments. Because cash ran short before property taxes arrive each fall, the board borrowed against future taxes with a $1.5 million tax anticipation note in February 2026.
State formula first
State QBE money covers only about 55% of monthly payroll and benefits, staff said in September 2026, so the district waits on fall property taxes.

Almost no reserve
Unaudited figures show the general fund ending June 2026 with about $80,781; in March 2026 cash covered only 4.71 days of spending.
District leaders say spending is now under control: FY2026 spending came in at 97% of budget, central office jobs were cut and pay was frozen. But audits for FY2024 and FY2025 were still being finished, so the true starting balance is not confirmed.
Where the district stands
Major projects
Possible new PK-12 school
PlanningThe district has far more classroom space than it needs (84 instructional units against about 43 earned). The state-required five-year facility plan signed April 28, 2026 could include one new PK-12 building. State estimates put it at about $44 million, with about $40 million from the state's low-wealth program and about $4.2 million from five years of local sales tax, which would require a SPLOST vote. No decision to build has been made.
- Architects present costs of renovating current buildings versus a new PK-12 school.
- Board signs the five-year facility plan resolution.
- Staff urge the board to consider consolidating facilities as enrollment falls.
Funding
State low-wealth capital funding plus a local SPLOST match
