Watertown's School Committee establishes goals, policy and the school budget, hires the superintendent and bargains with employee groups. Six members are elected citywide for four-year terms; the City Council President is the seventh member. The City funds the operating appropriation through its municipal budget, drawing chiefly on local taxes and state education aid, while the City and School Building Committee manage major construction and borrowing separately.

FY27 began with a $2.5 million level-service gap

The Committee says increased out-of-district placements and tuition were a major cause; it approved a balanced recommended budget after three meetings in March.

Citywide fiscal capacity matters

The proposed FY27 City General Fund totaled $226.21 million, with the School Department reviewed as part of the municipal hearing and appropriation process.

Operating choices included fees and route consolidation

The FY27 school plan reinstated athletics fees, raised bus fees and consolidated selected morning bus routes while preserving named priority requests.

Middle-school capital scope was reset

After a full project was projected nearly $30 million over an $84.7 million target, the City shifted toward roughly $17.2 million of priority improvements beginning in 2026.

The $226.21 million figure is the entire City General Fund, not the school appropriation, and the $2.5 million figure is a preliminary gap rather than final spending. Capital stabilization money cannot replace recurring operating revenue.

The City stopped the larger renovation/rebuild concept after feasibility work indicated it would exceed the $84.7 million target by nearly $30 million. It instead directed planning toward the most pressing improvements that can extend the existing building's useful life.
