What happened

In October, the board heard a proposal to borrow money and send it to Oregon PERS. It could lower pension costs if investment returns beat borrowing costs. The adviser also warned that losses are possible and that borrowing at the rates discussed that night was not attractive.

Why it matters to families

The proposal could affect long-term operating costs and financial risk. Permission to borrow would not itself mean bonds had been sold. The reviewed record does not establish a completed borrowing or guaranteed savings.

The evidence

The October 13 business-meeting recording discusses pension obligation bonds around 1:33–2:30. The adviser describes market and timing risk, additional analysis and fees, and asks districts considering the pooled process to consider an authorization by November 13. That is the adviser’s proposed timeline, not a verified future Beaverton agenda item.
