Who makes decisions, and what does the reviewed public record show?

The Board of Education makes districtwide decisions, while the Local Planning Committee develops facilities-plan recommendations.

Bourbon County Schools is governed by its Board of Education. A Local Planning Committee has separately discussed the district facilities plan, including capacity and building priorities and public concerns about North Middletown Elementary. Committee discussions do not themselves make a Board decision.

Board leadership changed in January 2026

The Board’s approved January 15 minutes name Bradley Purcell as chair and Jon Ott as vice chair.

Head Start is a recurring Board responsibility

In March 2026 the Board approved the FY 2026 Head Start non-competing continuation grant of $2,030,427, alongside recurring program and financial reports.

Facilities planning is still developing

The Local Planning Committee discussed capacity, priority projects and the draft district facilities plan in June and July 2026.

North Middletown Elementary was discussed publicly

At the July 29 LPC public hearing, speakers raised concerns about a proposed transitional designation and potential closure; the reviewed record does not show a Board closure decision.

Current General Fund budget evidence

The September 2026 financial schedule shows a revised General Fund plan of $31,119,663.24, including $7.8 million SEEK and $6.94 million state on-behalf support. Year-to-date expenditures were $4,317,167.80, separate from the annual plan.

Current student-device and AI rules

The current device policy requires head-principal or designee authorization for stated instructional-time exceptions. The current electronic-media policy requires maintained AI safety, privacy and ethical-use procedures.

The Board approved the working budget September 17, but those minutes give no amount; the September financial schedule provides a revised General Fund plan, not final annual spending. No compatible current per-pupil expenditure was established.
