Who pays for Campbell County's schools, and who decides?
A county-dependent division: the school board writes the budget, the Board of Supervisors funds it
Campbell County Public Schools is one of Virginia's 133 school divisions. It runs 15 schools in and around Rustburg, Altavista, Brookneal and the Timberlake area for about 7,900 students, and is led by Superintendent Dr. Clayton Stanley. Seven school board members are elected, one from each election district, and they hire the superintendent, adopt policy and approve the budget. What they cannot do is raise money. Like every Virginia county division, Campbell County is fiscally dependent: it receives state aid under Virginia's Standards of Quality formula, federal grants, and a lump sum appropriated by the Campbell County Board of Supervisors. That is why the budget year runs as a negotiation. The superintendent brings a draft, the board holds a public hearing, the board and the Supervisors meet jointly, the board adopts a proposed budget, and it may have to amend that budget once Richmond finishes its own.
State money follows students, and students are leaving
In November 2025 the superintendent told the board the fall student count was 120 lower than expected, worth about $1 million less in state funding. By March 2026 he named declining average daily membership as the single biggest challenge in building the next budget.
The board proposes; the county appropriates
The FY 2026-2027 cycle ran from a public hearing on Feb. 9, 2026, at which nobody signed up to speak, through a draft presented March 9 that asked the Board of Supervisors for $2 million in additional funding, to unanimous approval on March 23 and an amended version approved July 13 once the state budget was settled.
Big buildings are county decisions
The board voted on March 23, 2026 to move ahead with renovating Altavista Combined School, but the county Board of Supervisors had to approve the project as well. Board members thanked the Supervisors for doing so at the July 23, 2026 meeting.
Seven district seats, filled by voters and sometimes by the board
Members represent the Rustburg, Concord, Altavista, Brookneal, Timberlake, Sunburst and Spring Hill districts. Ann Parker and David Phillips were re-elected and Maurice Peerman elected in November 2025. When Mrs. Parker resigned effective July 30, 2026, the board itself set out to name an interim member for the Timberlake seat at a special meeting on Aug. 17, 2026.
None of this says the division is struggling. Every Campbell County school was reported fully accredited in December 2025, the board balanced and adopted its budget on time, employees received a bonus in the June 2026 paycheck, and a local education foundation gave more than $70,000 during the year for career and dual-enrollment programs. The pressures here are enrolment and construction cost, not basic school performance.

Altavista Combined School renovation
Approved by the board and the county; moving into architect and construction decisions
Altavista Combined School houses middle and high school grades in one building. RRMM Architects carried out a feasibility study, which looks at what a building needs and what fixing it would cost, and presented its findings to the board on March 23, 2026. The board approved the renovation that night. A joint committee of the board and county officials then worked through architect and construction options, the project budget and the approval timeline, and the board approved its recommendation on July 13, 2026.

Brookville High School renovation
In construction throughout the year
Brookville High School was under renovation for the whole of 2025-2026, and the superintendent or a board member reported on it at almost every meeting. Work reached the point where the school's administrative offices moved to temporary space before fall break 2025, and athletic training and wrestling rooms were finished by November. The school marked its hundredth year during the work.

The board's budget for the 2026-2027 school year includes a 3% raise for employees and 2% for administrators, four special education elementary aide positions, a special education elementary adapted teacher and an elementary administrative assistant, and asks the county Board of Supervisors for $2 million in additional funding. It was approved before Virginia finished its own budget, so the board approved an amended version in July.

Ann Parker resigned from the Campbell County School Board effective July 30, 2026. At a special meeting on July 23, 2026 the board voted to fill the Timberlake Election District vacancy and moved the special meeting at which an interim member would be announced forward from August 24 to August 17, 2026. The board itself makes the interim appointment; voters do not.
