CCPA is governed by Oakland Unified's elected Board of Education, but its school-level plan is developed through its School Site Council. The plan says the council reviewed needs and proposed spending before the board approved it. The school serves grades 6 through 12, so decisions about its budget and building affect both middle- and high-school students.
