Who controls Oakland Unified's priorities and money?
Oakland voters elect one Board director from each of seven geographic areas. Acting as a body, the Board sets policy, adopts the budget, appoints and evaluates the superintendent, and authorizes contracts and capital work; individual directors do not manage staff. California's Local Control Funding Formula is the central operating source and is driven by attendance, with additional state funding for high-need students. Federal and state grants, Oakland parcel taxes and other restricted revenues support specified programs. School Site Councils approve school plans and help allocate site-level categorical funds, while voter-approved bonds such as Measure Y are restricted to facilities rather than ordinary operations.
The elected Board makes districtwide decisions
Seven area directors approve policy, budgets, labor and leadership actions in public meetings; two student directors also participate.
Attendance drives the main state revenue
LCFF provides base funding and supplemental and concentration dollars for high-need students, while declining enrollment and attendance directly pressure recurring revenue.
Schools have a formal local layer
Each School Site Council helps shape its School Plan for Student Achievement and site-level use of restricted resources, so not every priority originates at the central Board.
Operating and capital money cannot be freely mixed
Restricted grants and the $735 million Measure Y bond must serve their designated purposes and cannot simply cover the unrestricted General Fund shortfall.
OUSD restored its required reserve and adopted a restructuring path, but the 2025-26 First Interim report still carried a qualified certification. The 2026-27 plan depends on implementing unusually large recurring reductions without using facilities bonds or restricted grants to plug the operating gap.
Fiscal recovery and capital investment
Scenario 3 was designed around more than $100 million in potential adjustments, including central and school-site reductions; the amount describes planned solutions, not realized audited savings.
