Elmira City School District

How Elmira City schools are funded, governed and what is underway

How is the district paid for?

State-aid funded, flat local tax levy

Elmira City is a small-city district in Chemung County. Most of its money comes from New York State, not local property taxes. For 2026-27 the proposed budget is $160.7 million, and about three of every four dollars are state aid. The local tax levy has been $34.85 million since 2020-21, so growth in costs is covered mostly by state aid and reserves.

State aid is about 75% of revenue

The 2026-27 plan counts on $120.0 million of state aid (up $5.6 million), mostly Foundation Aid, which is the main state formula for school operating costs.

Property tax levy held flat

The levy stays at $34,849,948. The state tax cap would have allowed a 1.98% rise, about $690,000 more.

Voters approve the budget each May

Residents vote on the budget and elect board members on the same day, usually the third Tuesday in May. The 2026 vote was May 19. If a budget fails, a contingency budget applies ($157.4 million for 2026-27).

Big costs: staff pay, benefits and BOCES

Instruction is $83.4 million, benefits $39.8 million and shared regional services through BOCES about $30.5 million. The state pension rate for staff rises from 15.2% to 17.6% in 2026-27.

A flat levy does not mean costs are flat. The budget relies on state aid numbers that were still only the Governor's January proposal when the board voted, and the district also reports declining enrollment.
