How is Hartley ISD paid for, and who runs it?

A one-school rural district funded mostly by local property taxes

Hartley ISD runs a single PK-12 school of about 240 students in Hartley County, in the Texas Panhandle. For 2026-27, the budget plans $4.40 million in revenue: about $2.6 million from local property taxes and other local sources, $1.67 million from the state and $121,000 from federal programs. A seven-member elected board of trustees meets early in the morning, usually once a month. The superintendent, JaNan Grice, and the principal, Lily Sykes, run the school.

The 2026-27 budget, adopted August 31, 2026, plans $4,326,876 in spending, including $2.0 million for instruction and $428,000 for debt.

Tax rate

The proposed rate is $0.7382 per $100 of value, down from $0.8366.

In November 2025, the audit showed a deficit of about $150,000. The tax notice lists a maintenance and operations fund balance of $993,532.

Trustees serve four-year staggered terms, with elections in November. Filing for the 2026 ballot ran August 13-17.
