A statewide policy board, not a school district

Statewide board; local funding is formula-based

Idaho’s State Board sets policy across public K–12 and higher education. The Idaho Department of Education administers state public-school formula allocations to districts and charter schools; those dollars flow to local education agencies and are not the Board’s own per-pupil operating budget. The public-school formula is generally driven by average daily attendance, grades served and staffing costs.

Eight voting members

Seven regional members are appointed by the Governor and confirmed by the Senate; the elected State Superintendent is the eighth, ex-officio voting member.

The Board sets statewide policy

It governs statewide education policy and makes decisions for public K–12 and higher education; it is not a local district with schools and local operating allocations.

School funding flows through a separate formula

Idaho’s public-school finance system sends state allocations to districts and charters. Formula drivers include average daily attendance, student grade mix and staff costs; separate statutory distributions cover items such as transportation, literacy and facilities.

Those state pass-through allocations are not Board spending. A per-pupil Board operating figure would not be comparable to district or charter per-pupil spending.

The reviewed Board budget and meeting records do not state a Board per-pupil operating amount. State allocations to districts and charters are a separate pass-through formula.

Major projects

K–12 Generative Artificial Intelligence in Education Framework

Approved; implementation guidance and policy development are ongoing

The Board approved the statewide framework on August 12, 2026. It promotes AI literacy, human-centered and age-appropriate classroom use, student privacy safeguards, family communication and AI as support for teaching rather than a replacement for teachers. The framework says the Department plans to review and revise it annually.

Next: The Department’s next annual framework review; no calendar date was set in the reviewed Board action.
